pingo: convert JPEG to WEBP LOSSLESS

pingo 1.15 on Windows 7. pingo.exe -webp -lossless in.jpg produces the same lossy re-compression as pingo.exe -webp in.jpg does, but why? I expect to get lossless webp output.
