WebP alternative near-lossless image compression (color)

pingo could do some lossy image transformations for web to decrease the filesize. this lossy transformation could be more efficient on RGBA samples with complex structure, using high quality presets

N: from 1 to 100 — 1: smaller filesize, worse quality — 100: bigger filesize, better quality

note that the lossless compression level over this transformation can be increased to get smaller filesize by using -sN
